Bilawal Bhutto Zardari’s visit to Goa for an SCO meeting should be seen in the context of his rash utterances and the ongoing political turmoil in Pakistan.
However, once in a while even multilateral meetings produce unexpected developments.In times past, the visit of a Pakistani foreign minister to India would create a frisson of hope for some forward movement or “breakthrough” in the always difficult and problematic bilateral relationship.
